After reviewing the video and the additional footage requested Hull #21 is clearly the instigator of the fight, as described in Rule 46.3
An “Instigator / Initiator” of an “altercation” shall be a Player who by their actions or demeanour demonstrates any/some of the following criteria: distance travelled; gloves off first; first punch thrown;
After a check on the boards made by Telford #26 a line change is made and Hull #21 skates from the bench directly at Telford #26, drops his gloves first and instigates the fight in which they are both equal and willing combatants.
The correct call under 46.3 for a Player who is deemed to be the “Instigator / Initiator” of an “altercation” shall be assessed a Minor Penalty (Instigator / Initiator) plus a Major Penalty (“Fighting”) and an automatic Game Misconduct Penalty (2’+5’+GMP).
The player receives 5 penalty points and is free to play subject to accumulated penalty points.
