Rule 41 – Boarding @ 48.51
The Penalty assessed at 28.23 a 5 Minute Major for boarding is correct.
Phantoms #4 and Seahawks #17 are both heading to the corner to play the puck #4 prior to arriving at the boards attempts to stop to hold up #17 causing the action of #17 to continue through the hit with #4 being thrown into the Boards
41.3. MAJOR PENALTY
The Referee, at their discretion, may assess a Major Penalty to a Player guilty of “boarding” an opponent, and who recklessly endangers the fouled Player in a way that at the discretion of the Referee such Player would not be sufficiently sanctioned by imposing a Minor Penalty
Player receives 1 penalty point and is free to play subject to accumulated penalty points
